Victoria addresses DEQ fine, allocates sewer funds and authorizes source-water grant application

Town Manager Rodney Newton told the council on June 9 that a Virginia Department of Environmental Quality fine tied to ammonia violations from leachate was reduced to $37,712 after leachate treatment ceased. The Finance Committee recommended, and council then voted to allocate funds from the sewer fund to cover the FY26 budget impact.
Newton also asked council to authorize submission of an application to the National Rural Water Association Source Water Project fund to install a fence at Nottoway Falls, add cameras at Modest Creek and Nottoway Falls, and install door-intrusion alarms on both pump houses. Council approved a resolution authorizing the grant application; the motion passed with all present councilmembers voting Aye.
Newton later reported bids for the Modest Creek Bridge installation returned with no bidders; he said engineers are revising plans and Public Works Supervisor Kevin Ashworth is coordinating with a contractor to pour foundations to allow the town to set the bridge later. The council also heard that a fire hydrant at Timmy's Grocery will be replaced on June 10 with a planned water shutoff from about 9 a.m. to 1 p.m. that day.
