Town staff: two ARPA projects near completion; water storage tank due mid-2026

Engineering and project staff told the council two ARPA-funded projects—the water-treatment-to-water-main project and the Hearst Reservoir rehabilitation—are largely construction-complete and are awaiting final as-built and closeout documentation. Andrea said those closeouts should be completed within about a month.
The new water storage tank project is further behind: staff reported winter work is finished, the new water line looping work is installed in two locations, and contractors are preparing an access road from the school access road. Foundation work for the tank is scheduled to begin in mid‑April, with construction completion currently estimated around June 2026.
Staff framed these updates as part of the town’s ARPA portfolio: total ARPA allocations were reported at $10,559,000 with roughly $6.8M expended so far. Council asked for continued schedule updates and any anticipated cost or permitting risks as the projects move to final closeout.
