Broken Bow City Council unanimously adopts Local Emergency Operations Plan

The Broken Bow City Council on Dec. 12, 2025, unanimously approved Resolution 2025-24 adopting the city's Local Emergency Operations Plan (LEOP), a procedural update based on a state template meant to clarify roles and preserve eligibility for disaster recovery funding.

City Administrator David Schmidt told the council the resolution had been inadvertently left off the Dec. 9 agenda. He described the LEOP as a high-level document that each city reviews and adapts before the county consolidates local plans and forwards them to the state for inclusion in a broader regional plan. Schmidt said the recent update removed items that did not apply to the city and fixed spelling and numbering errors; he characterized the changes as non-substantive.

Custer County Manager Mark Rempe said the LEOP is updated every five years and that maintaining an up-to-date plan allows local governments to access recovery funds if a disaster is declared. Rempe cited the 2019 floods and the 2025 Complex Fire as examples of events that benefited the region because local emergency plans were in place.

Councilmember Travis Kleeb moved to approve Resolution 2025-24; Councilmember Paul Holland seconded. The council's roll call vote was Smith, Kleeb, Wamsley and Holland voting aye; no nays were recorded. The motion carried.

There were no public, mayoral or additional council comments. Councilmember Russ Smith moved to adjourn; Joe Wamsley seconded. The council adjourned at 5:08 p.m.

The resolution updates the City of Broken Bow's LEOP; the council did not set further action or a public hearing date in this session.
