Supervisors approve closed‑session addition, consent calendar items and $1.3M contract for Laird Regional Park parking improvements

At its July 14 meeting the Stanislaus County Board of Supervisors approved a series of procedural motions and awarded a construction contract for Laird Regional Park.
Early in the meeting the board voted on two procedural items to add a closed‑session matter concerning multiple county‑owned parcels at Woodward Reservoir and to find an immediate need to add the item under Government Code procedures; both votes carried 5–0. County counsel read two closed‑session items into the record: (1) conference with legal counsel on existing litigation (Ryan Brady v. Stanislaus County et al., CV24000And7449) and (2) conference with real‑property negotiators regarding Woodward Reservoir parcels under Gov. Code §54956.8.
On the consent calendar the board identified three pulled items (B1, B8, C1) and approved the remaining consent calendar items by a 5–0 vote. Item B1 was described as setting a date of Sept. 1 to receive a sheriff’s report; members of the public and advocacy groups asked that sheriff’s reports be scheduled in affected communities with interpretation options.
Item B8 (Oracle of America PeopleSoft licensing renewal) drew public questions about the competitive bidding process and liability for data breaches. Ron McMurtry asked whether the county periodically evaluates alternatives and what penalties exist for vendor breaches; Ronnie Merritt, associate director of IT Central, said the county uses competitive procurement procedures, partners with General Services, and includes breach‑notification and data‑protection provisions with vendors.
On item C1, a subdivision improvement agreement for a development by LGI Homes (Hoffman Ranch / Denair area) prompted concerns about whether maintenance costs would fall to the county; staff and a speaker noted the project will annex to County Service Area (CSA) No. 21, improvements are bonded, and the item was described as nondiscretionary. The board approved the consent items including the pulled C1 by a 5–0 vote.
For item 7, staff recommended adoption of plans and specifications and award of a construction contract for a new parking lot at Laird Regional Park. Parks Director Tara Chamlee and Public Works Director David Lehman presented project details: a new 273‑stall lot including ADA spaces, drainage, fencing, landscaping, solar lighting and access‑road paving. The engineer’s estimate was $1,200,000 and the apparent low bid came in about $263,486 under that estimate; staff recommended award of a $1,300,000 contract to Hensley's Paving & General Engineering and authorization for change orders not to exceed 10 percent, funded with public facility fees and park capital funds. The board approved the plan, contract award and funding authority by a 5–0 vote.
No formal action was recorded at the meeting to commit additional discretionary county funding for the Riverbank household or pesticide‑drift investigations; those matters were entered into the public record for follow‑up.
