Twin Lakes HOA to study shoreline native planting, approves Ponce swing repair and records wetlands buffer submission

The Twin Lakes Homeowners Association board authorized a study into shoreline native plant beautification at lakefront perimeters at Ponce and Treasure Island and voted to proceed with Phase I of the project, which will identify landscape designers and develop a plant selection and installation plan.
President Craig Brown presented curb options for cul-de-sac islands and proposed the shoreline study; William Herbert seconded the motion and the board voted unanimously to authorize the investigation. Brown reported that a temporary barrier installed around the lakefront perimeters in 2025 would likely trigger regulatory issues and is not feasible to reinstall in 2026.

During homeowner comment, residents raised several concerns the board noted for follow-up: Russ Field asked about publication of executive session votes and was told by the property manager that Washington state legislation effective Jan. 1, 2027 will require publication; Mike Holmes requested clarification on the source of park irrigation water given ongoing wetland surveys; Brenda Colbert reported a safety incident related to 'overswinging' at the Ponce swing; George Torres raised speeding and sight-line issues near 39th and SW 320th; Dieter Beldi asked whether the HOA had contacts at Twin Lakes Country Club to help with a lake aerator and the PM said she would inquire. The PM also noted Decatur High School’s conditional use of the walking trails at Ponce was discussed and approved.
The board removed ADA accessibility from future agendas until it is ready to act and confirmed event and election timeline dates.
