Greater Clark County School Board accepts $250,000 tourism grant, renews insurance and approves year-end transfers

On July 14, 2026, the Greater Clark County School Board voted to accept a $250,000 tourism capital grant, renew the district's property and casualty insurance for July 2026–June 2027, and approve a year-end transfer of unused funds into the district's self-insurance and rainy-day accounts.
Dr. Hartlage, the district presenter, told the board the $250,000 grant from the Clark Floyd County Conservation and Tourism Bureau is intended to fund a dedicated driveway entrance and 251 parking spaces to support a new regional facility. "This is a grant... $250,000," Dr. Hartlage said, describing the project as a "transformational asset" for the community and regional tourism. The board approved a resolution to accept the funding by voice vote.
On insurance, a district representative summarized the procurement process and recommended renewing the property and casualty policy at an annual premium of $106,662. "While $106,662 seems like a lot ... it's only 7%, whereas most districts have gotten anywhere from 15 to 20% increases," the presenter said, urging the board to approve the renewal. The board approved the insurance renewal by voice vote.
Separately, the board approved a routine resolution to transfer unused funds as of June 30, 2026. District staff said some of the money will go to the self-insurance fund and some to the rainy-day fund as a precaution against anticipated impacts from "Senate Bill 1 (2025)." The board approved the transfer resolution by voice vote.
The board also approved a resolution to permit PERF members to elect a hybrid retirement plan option following a law that took effect July 1; staff said the resolution is necessary to allow employees to make that election. The board approved that resolution by voice vote.
All approvals recorded in the meeting were taken by voice vote; the transcript records the motions, seconds and "aye" responses but does not show a roll-call tally of individual yes/no votes.
