Marshall board awards $464,908.86 contract to Tri County Paving for 2026 street and storm work

The Marshall Village Board voted 5-0 June 9 to award the 2026 Street and Storm Improvement contract to Tri County Paving for the base bid, supplemental amount and a 10 percent contingency not to exceed $464,908.86.
Tim Stieve of Town & Country Engineering presented the bids and said two companies submitted proposals. Tri County Paving submitted the lowest total; Stieve noted some line-item differences that factored into the selection. Public Works Director Matt Pitzer told trustees that higher-than-expected paving costs likely explain the elevated bid totals and that supplemental funds are intended for work items that cannot be precisely estimated in advance.
Trustee Edward Schmitz asked about a disparity in erosion-control pricing between bidders. Pitzer said some contractors ‘‘front load’’ erosion-control or other items to secure early payments and that staff had evaluated the contractor’s reputation and past work in Marshall before recommending award.
The motion to award the contract was made by Schmitz and seconded by Julie Bowman; it passed unanimously. The contract includes a 10 percent contingency to cover unforeseen costs within the not-to-exceed figure and is budgeted in the village’s capital plan.
Next steps: staff will finalize contract documents with Tri County Paving and schedule the work; start dates, phasing and affected streets will be posted by Public Works once set.
