Board approves $117,699 paving contract for Whitehorse Park renovation

Tamra Martin, Fairgrounds Director, presented a contract with Aegis Asphalt for $117,699 to finish paving work at Whitehorse Park as part of the park renovation. The board approved the contract by a 3-0 vote.
Martin said the paving represents one of the final construction phases, including campground roads, expanded RV sites, and related infrastructure, and that the renovated campground is anticipated to reopen around September 1, 2026. Funding will come from the Parks Capital Fund and Land and Water Conservation Fund grant monies together with County reserves.
Commissioners discussed preserving mature trees during construction, ADA accessibility upgrades, new restroom facilities, and collaboration with local recreational groups to add remote-control vehicle trails. Commissioner Gary L. Richardson moved to approve the Whitehorse Paving contract; Commissioner Colene M. Martin seconded. Roll call recorded a unanimous yes vote (3-0).
The board thanked staff for balancing preservation of park character with facility modernization and accessibility improvements.
