Josephine County approves Axon Justice cloud subscription for DA to centralize digital evidence

Maria Huling, Chief Administrative Supervisor for the Josephine County District Attorney, presented a proposal for a long-term Axon Justice software subscription to centralize storage and management of digital evidence. The board voted 3-0 to approve the contract.
Huling said the office currently uses Axon's free platform, which limits evidence storage and requires staff to maintain large volumes of digital evidence on local media. The proposed subscription would provide secure cloud-based storage, centralized evidence management, automated notices when additional evidence is received, and vendor-supported staff training. Huling also noted the change would eliminate the need to distribute evidence using physical media in large criminal cases.
Commissioners asked about data ownership, long-term accessibility, and contract termination provisions. Commissioner Gary L. Richardson emphasized ensuring the county retains access to evidence if it later transitions to another vendor; Huling responded that originating law enforcement agencies would retain access and that the agreement had been reviewed by Legal Counsel. Funding for the subscription was included in the county's adopted Fiscal Year 2026–2027 budget.
Commissioner Colene M. Martin moved to approve the Axon Justice contract; Commissioner Richardson seconded. Upon roll call the motion carried 3-0. The board directed continued oversight of long-term data-retention practices.
