Port Huron council approves street, software and MDOT contracts; master plan passes with one dissent

The council accepted a $328,498 bid from Raymond Excavating Company for the Conner Street conversion project, which staff said will include a road diet, new streetscape, pedestrian pathways and period-style downtown lighting to support nearby housing developments. City staff told the council the project is pending approval from the Neighborhood Improvement Authority and expected to be amended at adoption to reflect financing arrangements.
Separately, the council authorized a $301,235 contract with BSNA Software to migrate the city's finance modules to the vendor's cloud platform. City staff described the migration as necessary because in-house hosting will no longer be viable: they reported a one-time implementation/training cost (noted in discussion as about $139,000) and an ongoing annual base cost of roughly $164,000 to be factored into future budgets.
Council also approved a contract with the Michigan Department of Transportation for the Water Street reconstruction (10th Street to 13th Street). City staff said the project includes more than $1,000,000 in federal aid and that construction will begin Sept. 1 to avoid peak summer traffic and Blue Water Week congestion.
Other procedural actions included authorization of 22 payments and the first reading of an ordinance to rezone 1011 Pearl Street from C1 to R1.
