Smithfield plans city visioning with USU LAEP; Master Transportation Plan draft due soon

City planning staff told the Planning Commission on May 20 that Smithfield will engage Utah State University’s Landscape Architecture and Environmental Planning (LAEP) Department in a visioning project that will begin in September 2026 and run through the academic year.
Brian Boudrero said the scope will be developed with LAEP; USU will assign undergraduate and graduate students to collaborate with the city. Staff listed potential focus areas the studio could examine, including the recently purchased Tuveson property on the northeast bench as a future city park, downtown parking options at the former city office site at 69 North Main, a gateway area adjacent to the LDS Temple, and area plans for the southwest and southeast portions of town.
Boudrero also reported the new Community Planning & Engagement Committee identified a Master Transportation Plan as a near‑term priority and expects a draft within about 60 days for Planning Commission review. The committee is composed of two City Council members, two Planning Commission members (including Jim Marshall and Klydi Heywood), the City Manager and neighborhood representatives.
The Commission was encouraged to provide ideas and forward comments to staff for incorporation into the LAEP engagement. No formal approvals were taken; the remark records planning coordination and an anticipated project timeline.
