The Rogers Planning Commission recommended conditional approval of a site plan for 13620 Brockton Lane that would convert an existing single-family house into a small assembly use. Staff (S2) described the request as a phased project: an initial remodel of the house with limited hard-surface paving (ADA stalls and accessible areas), a 25-stall interim gravel parking area, on-site stormwater filtration and a requirement to connect to sewer where available.
"This is a site plan review... the proposal is to remodel the existing home for a small weekly assembly," S2 said, outlining required improvements including driveway widening for emergency access, ADA parking stalls, and stormwater controls. S2 explained the property is on a private well and an older septic system and that because sewer and water are available nearby the applicant would eventually be required to connect. "They'd be required to connect to sewer and water," S2 said, and staff noted Hennepin County would drive septic compliance timelines.
On the timeline and phasing, staff told commissioners the site-plan agreement could include a one-year paving requirement tied to occupancy and described a county-driven three-year requirement to resolve noncompliant septic systems (either replace septic or connect to sewer). Commissioners discussed aligning the paving and sewer deadlines; staff said they were open to aligning the timeframes to avoid wasted expense if future new construction is expected. Commissioners also asked about turnout/traffic impacts and whether neighbors received notice; staff said assembly uses are permitted in the district so no hearing notice was required to neighbors.
Chair (S1) moved to recommend approval of the site plan per draft resolution 2026-65; Commissioner (S3) seconded and the motion passed. Staff confirmed the recommendation is conditional and will be forwarded to the city council for final action, with minor plan revisions expected before final construction.
Next steps: the commission's conditional recommendation will go to the city council for final approval, and staff said they will coordinate with Hennepin County and the applicant on septic/sewer timing and site-plan agreement terms.
