San Luis commission tables incubator policy update, advances entrepreneur cohort and downtown partnership planning

The San Luis Economic Development Commission voted to table proposed updates to the city’s business incubator policies so staff could continue work on the revisions, and directed staff to return with a full curriculum and timeline.

Economic development staff told commissioners the city is preparing a six-week entrepreneur cohort called Fuerza Local; staff expects to begin promotion and recruitment this fall and aims to run a locally managed cohort in the spring of 2027 (February–March). Staff said the initial cohorts helped train city staff to deliver the curriculum so the city can run the program independently in future cycles.

Staff also described a historic revitalization project that will require outreach to property owners and coordination with the State Historic Preservation Office; staff estimated the preservation-district planning effort could take about 18 months and said completion would open funding avenues including federal historic tax credits.

Commissioners discussed forming an organization to focus on downtown initiatives (examples given: merchants associations, Main Street associations, business improvement districts) and identified potential funding tools such as a bed tax for tourism-related activities and an enhanced-services district. A commissioner moved to add the concept of a downtown San Luis partnership organization to a future commission agenda for further discussion; the motion was seconded and approved by roll-call vote.

Staff said it will schedule public outreach with property owners and prepare comparative reports on alternative models for downtown governance and funding before returning with recommendations. Commissioners also requested a short refresher on meeting procedures (Robert’s Rules) to improve meeting operations.
