Stamping Ground council unanimously adopts personnel and fire department policy manuals

The Stamping Ground City Council approved two ordinance updates at a Dec. 30 special meeting, adopting a revised City Personnel Manual (Ordinance No. 2024-007) and a Fire Department Policy Manual (Ordinance No. 2024-008) by unanimous 4-0 votes. The council also approved minutes from Dec. 17 and Dec. 19 and adjourned at 6:08 p.m.
Attorney Joe Hoffman read the second readings of both ordinances before the council took action. Commissioner Kendra Murphy moved to approve the City Personnel Manual; Commissioner Jennifer Jones seconded. The motion carried, recorded as a 4-0 vote.
On the Fire Department Policy Manual, Commissioner David Clark asked Fire Chief Robert Hendricks to explain how the policy would benefit constituents and department staff. Chief Hendricks described the update as procedural and targeted to current needs: "It is a revision of policies that have been in place," he said, and added that "This policy will aid in their ability to regulate the application process" and is "reflective of things that are necessary to meet the current nature of the community and employees." Commissioners thanked Chief Hendricks for the explanation. Commissioner Clark moved to approve the fire department policy manual; Commissioner Murphy seconded and the council recorded a 4-0 vote in favor.
The council then approved the minutes from its Dec. 17 regular meeting and the Dec. 19 special meeting on motions by Mayor Billy Swartz, seconded by Commissioner Jennifer Jones; both motions passed 4-0. Mayor Swartz moved to adjourn at 6:08 p.m.; Commissioner David Clark seconded and the motion passed 4-0.
The minutes note that meeting minutes will be approved at the Jan. 7, 2024 meeting, per the recorded minutes. No controversial or contested issues were raised during the brief session; the council covered routine procedural business and adopted the two policy updates that staff and the fire chief said were intended to bring existing rules into alignment with current needs.
