Council approves several grants, directs drainage review and advances local projects

The Diamondhead City Council on Feb. 3 adopted resolutions authorizing several grant applications and directed staff to re-evaluate drainage issues while receiving a series of project updates from city staff.
Grant approvals: the council authorized a $281,452 federal surface-transportation grant application to GRPC with a city match commitment of $70,363 for the High Point intersection project; it also approved a Transportation Improvement Program application for $947,254 with a $236,813.50 match for the Diamond Head Drive East/Golf Club Drive roundabout. Separately, the council approved applying for a Mississippi Department of Wildlife and Fisheries recreation-trails grant of $120,000 with a $30,000 match for the Rotten Bayou Nature Trail project. All motions were seconded and passed on recorded roll calls.
City manager project updates: City Manager John reported MDEQ has approved the canal-dredging contract and the city expects a start date soon; contract work has 240 contract days with final payouts and cleanup expected by October and permit completion by December. He said Monjoy Creek bids are due Feb. 24 and, if acceptable, staff will place the project on the March 3 agenda for council approval. John also reported progress on a dog park (fencing arriving), a fitness park partnership with Ochsner (equipment due next month) and bank-stabilization work at Diamond Head Drive North pending USDA approval.
Infrastructure direction: the council directed the city manager to engage engineering staff or consultants to re-evaluate prior drainage improvements at the southern portion of Iva Street and Hilo Way and to execute corrective actions as needed to address ongoing erosion and driveway damage.
Financial motions: the council approved a docket of claims (DKT233494–DKT233521) totaling $653,609.89 and several payroll/payables dockets, and it approved the November and December 2025 financial statements.
Votes at a glance: resolutions to apply for transportation and trails grants were approved by roll call; the drainage re-evaluation and claims/payroll approvals passed by voice vote.
Next steps: staff to return bid analyses for Monjoy Creek on the March 3 agenda, begin scheduling for canal work once the start date is known, and proceed with grant application preparations and local matching commitments.
