Galesville Board of Review elects leadership, told to re-evaluate assessments in 2027

The Galesville Board of Review elected Linda Skwierawski as chair and Jon Speckeen as vice chair during a meeting on June 25, and reviewed the city's assessment roll, learning it must complete a re-evaluation of property assessments in 2027.
Clerk/Treasurer Jennifer Hess called the meeting to order at 4 p.m. and recorded members present: Tom Thatcher; Jon Speckeen; Linda Skwierawski; Randy Larson; Jennifer Hess; and City Assessor Pat Hart. Hess said notices of the meeting were posted at Bluff View Bank, the Galesville Public Library, the community bulletin board, the city website and published in the Trempealeau County Times on May 14, 2025; the agenda was posted June 20, 2025.
Randy Larson moved to nominate Linda Skwierawski for chair; Jon Speckeen seconded. The board voted Ayes-5, Nays-0 and carried the motion. Larson then moved to nominate Jon Speckeen for vice chair; Tom Thatcher seconded. The board again voted Ayes-5, Nays-0 and elected Speckeen vice chair. The motions and vote tallies were recorded by the clerk.
Clerk Hess confirmed that Larson had met the Department of Revenue's mandatory training requirement and filed the required affidavit, with printed copies placed in the board's file. Hess also presented the assessment roll and the sworn Assessor's affidavit to the board; Assessor Pat Hart said there were no open-book changes to include.
Board members discussed compliance with state requirements. Members and Assessor Hart noted the board is in its third year out of compliance, which triggers a required re-evaluation in 2027 under Department of Revenue procedures. No taxpayers asked to examine assessment data during the meeting, and there were no waivers of the 48-hour notice requirement or notices of intent to file objections.
Linda Skwierawski moved to adjourn; Tom Thatcher seconded. The board voted Ayes-5, Nays-0 and the motion carried. The meeting minutes were signed/certified by Clerk/Treasurer Jennifer Hess.
What happens next: the board will need to plan for and complete a citywide re-evaluation in 2027 to address the Department of Revenue compliance finding. No additional hearings or notice dates were set during the meeting.
