Administrative Services Director Jacobson explained the Fundamental Design proposal differs from a lower bid (Coplin Painting, $28,160) because it uses an elastomeric roof coating rather than a standard paint finish. Jacobson said the elastomeric coating is thicker and offers higher UV resistance: “A typical paint would be 2 to 3 mils in thickness... elastomeric is like 10 to 20 mils, depending on the coats,” and the coating can help stop small leaks and last longer between recoats.
The council discussed scope and cost before voting; members noted the hangar is old and in need of a more durable finish. The resolution to accept the Fundamental Design bid passed unanimously on roll call.
