Council members voted July 22 to invite Granted Consulting, LLC to present a grant‑writing and consulting proposal for improvements to the Hardy Roberts Memorial Wave Pool.
Councilman Cary Sauls introduced the matter and said the pool requires accessibility and infrastructure upgrades that could be addressed with outside funding. Representatives from Granted Consulting, Amanda Killen and Jessica Walsh, had supplied a proposal describing services: funding research and opportunity identification, grant writing and application development, project strategy consultation, and ongoing support during application review. The proposal named potential funding sources such as federal and state outdoor recreation programs and private foundations.
The company proposed a performance‑based fee structure in which Granted Consulting would receive 10% of any successfully awarded grant under $1 million; a sliding scale would apply for awards greater than $1 million. Councilmembers agreed that a formal presentation and Q&A would help them assess costs and approach before committing staff time or budget, and on a motion by Suzanne Abramson, seconded by David Buchanan, the council approved inviting the consultant to present.
Next steps: staff will schedule the consultant presentation and circulate the firm’s written proposal in advance of the meeting so council can ask detailed questions about scope, timelines, and any matching‑fund requirements.
