Town Manager Cecile Rosenbaum told the Saltville Town Council on July 22 that two major water‑and‑sewer projects, underwritten by the Virginia Resources Authority (VRA) with Rural Development concurrence, cannot move forward until the town completes its FY22‑23 audit.
Rosenbaum said she has been working with auditors on the write‑up phase and has pressed to accelerate completion. She told council she had informed VRA of the status and that VRA gave the town an Aug. 28, 2025 deadline for the audit information needed to proceed. "I truly feel like I am carrying the $2 million on my shoulders," Rosenbaum said, describing efforts to push documents to the auditor and to secure any short extension VRA will permit if the audit write‑up becomes available.
Rosenbaum said she has been in telephone contact with both the state Department of Environmental Quality and VRA; the VRA representative indicated willingness to underwrite both loans but said the audit requirement must be satisfied. Rosenbaum asked the council for patience while she works with the auditors and the agencies; she said she will continue to seek ways to speed the audit write‑up and to provide required documentation to VRA and other partners.
Next steps: staff will continue coordinating with the auditor, VRA, DEQ, and Rural Development; Rosenbaum said she will return to council with updates and any formal budget or procedural requests tied to the projects.
