Clifton council funds test pits for Main Street Streetscape and discusses VDOT coordination

The Clifton Town Council authorized Streetscape Phase II test pits and utility location work on June 4, approving an expenditure up to $9,999 under VDOT small purchase procedures.
Councilmember Davis moved to spend Streetscape funds for soil testing and utility-locating work using the VDOT small purchases procurement process for amounts under $10,000; the motion passed on a roll-call vote. The Streetscape project update presented design progress on the utility pathway, recommended test pits to determine underground utility depths and to check for possible contaminated soils at the former fuel-tank location in front of the Main Street Pub, and noted an outstanding dispute with Verizon over relocation costs. The project team said VDOT required final easements for utilities before final engineering drawings are submitted and confirmed that a recent VDOT reimbursement request was approved and funds received May 10.
Council also discussed ensuring Streetscape leaders Susan and Geri Yantis have CliftonVA.gov email accounts so Streetscape communications are discoverable and FOIA-compliant; CM Davis will work with town webmasters to implement email accounts and coordinate web updates. The council instructed staff to follow VDOT procurement guidance to solicit at least one DSBSD-certified microbusiness for applicable small purchases.
