The Iron County Commission approved a professional services agreement with Kimley‑Horn & Associates to prepare a county capital facilities plan and an impact‑fee analysis, on a time-and-materials basis with an estimated cost of approximately $335,000.
Brett Hamilton summarized the scope: an inventory/database of existing facilities, establishment of level-of-service standards, short‑(≈5 years), medium‑(≈10 years) and long‑term project lists, short‑term cost estimates, project prioritization criteria, and an impact‑fee assessment to help the county align growth with infrastructure funding. Hamilton said consolidating the capital plan and fee analysis into a concurrent 12‑month effort should reduce duplication and shorten the timeline from the originally envisioned 18 months.
Commissioners and staff said the work is needed to ensure new development fairly contributes to the cost of transportation, sewer and drainage infrastructure. One commissioner who participated in the RFP/interview process said the selected proposal combined financial and engineering elements and represented strong value for the county.
"This is the best way to get us the best product in the end," a commissioner said, noting staff and the selection committee favored Kimley‑Horn after interviews and scope refinement.
The commission approved the contract and directed staff to begin the kickoff and stakeholder-engagement steps, with deliverables including a prioritized short‑term project list and cost estimates to support any future impact‑fee ordinance.
