Pleasant Prairie board approves street-name change and preliminary plat for Lofts at Village Green after developer offers upgrades

The Pleasant Prairie Village Board voted to approve a developer-requested change of Sagewood Circle to 103rd Circle and to update addresses for eight existing condominium units, and separately approved the preliminary condominium plat for The Lofts at Village Green, a 64-unit, two-phase redevelopment of the Sagewood site. The board carried the street-name resolution on a 3–2 vote.
The public hearing opened with Planning staff Rob explaining that plan commission recommended denying the name change but noted the developer’s request and that, if approved by resolution, the change could take effect May 15, 2026. Gerald Frey, president of the Sagewood condominium association, told the board he polled unit owners and that several were opposed, citing inconvenience and potential effort to update legal documents and utilities. “The owners believe the change to be an inconvenience,” Frey said, adding that some unit owners worried about identity and document updates.
Developer Doug Stanek said the Lofts at Village Green project seeks a “clean slate” to overcome the stigma attached to the earlier failed project. Stanek told the board the tax keys and unit numbers would not change and that his team would bring the road up to village standards and help existing unit owners with deferred-maintenance work. He estimated deferred-maintenance at about $24,000 per unit and said the developer anticipates spending roughly $125,000 or more to upgrade the cul-de-sac to public road standards.
Board members asked whether improvements were contingent on the name change and whether existing owners would be assessed; Stanek said he would not withhold help from residents as a condition of the name change and that the developer would work with owners to mitigate costs. Planning staff clarified that Sagewood Circle is currently largely unfinished and unpaved and that the developer proposed bringing the road to village standards and dedicating it as a public street as part of the development.
Trustees weighed historical uses of street names, marketing benefits and the burden on current owners. After discussion, a motion to approve the address and street-name change (resolution 26-07) passed 3–2. The transcript records the yes votes as Mike Polakoff, Matt Hamby and Dave Plemish and the no votes as Jim Kedrow and Dremen Kramer.
Separately, staff presented the preliminary condominium plat for The Lofts at Village Green (resolution 26-08). The plan calls for two phases: phase one to incorporate existing buildings and 6 new four-unit buildings (24 units total) and a clubhouse/amenity building; phase two would add 8 buildings (32 units). Staff described required subsequent steps — comprehensive plan amendment, zoning map and text amendments, wetlands permits, tree-preservation easements and a future final condo plat and development agreement — and said existing buildings will be incorporated into a single condominium association. The board approved the preliminary plat.
What happens next: staff and the developer will proceed with the zoning and platting steps required by the village, and final residential development plans and condominium documents will return for future review and approval. The vote on the name/address change takes immediate effect in village records per the resolution; implementation of infrastructure upgrades and building construction will follow the approved plat and permitting process.
