On Dec. 11 the Kachemak Bay State Park Citizens Advisory Board took three procedural actions intended to clarify governance and to support volunteer trail work.
Board member Alan proposed tightening conflict-of-interest language in the CAB bylaws by replacing the advisory term "should" with "must," requiring disclosure before related discussions and giving the board a process to vote on whether a disclosed interest requires recusal. Alan moved the change; the motion was seconded and carried by consensus. The board will forward the recommended bylaw language to the superintendent for final action.
Separately, a board member proposed shifting CAB appointment start and end dates so terms run September 1 through August 30 (rather than the state fiscal year) to align new-member seating with the board’s meeting schedule. The board discussed operational implications and agreed to forward the recommendation to the superintendent rather than enact it unilaterally.
On volunteerism and outreach, the Trails Committee reported it maintains a Google spreadsheet of trail priorities and is planning a Dec. 19 meeting to finalize outreach and a volunteer-leader roster ahead of Trails Day (target: first Saturday of June). The Trails Committee emphasized recruiting 10 volunteers per board member to build a sustainable volunteer base for summer trail work.
Next steps: the board will send both bylaws recommendations and the term-date proposal to the superintendent for consideration; the Trails Committee will meet on Dec. 19 and present a draft outreach plan at the January meeting.
