The meeting opened with a surprise mayoral proclamation honoring Kezia Wanner for more than two decades of city service across multiple bureaus, including the Portland Bureau of Transportation, the City Budget Office, Portland Police Bureau, Portland Fire and Rescue, and the office of Councilor Dan Ryan.
"Whereas Kezia Wanner has devoted more than 2 decades to the City of Portland serving with exceptional leadership, integrity, and unwavering dedication across numerous bureaus...now therefore, the City of Roses does hereby proclaim 07/15/2026 to be Kezia Wanner Day in Portland," a councilor read from the proclamation.
Wanner, introduced at the dais, said she had been surprised and touched by the recognition and that she loved serving the city. "I loved every minute of it," she told the council, adding she would say farewell but not goodbye and welcomed continued relationships with colleagues.
Council members and family in the audience applauded as the committee moved into formal business.
