Oneida County committee moves forward with $166,500 painting budget, ranks 2027 Buildings & Grounds CIPs

The Oneida County Facilities Committee voted July 13 to move forward with a proposed 2027 capital improvement project (CIP) that includes $166,500 for exterior painting at the county Health and ADRC facility, after staff reported wide variation in contractor quotes and procurement uncertainty.
Lindsey Kennedy of Buildings & Grounds told the committee that Wisconsin’s sealed-bid threshold recently rose from $25,000 to $50,000, which changed how the county must solicit the project. Kennedy reported that Lee’s Painting offered the lowest project cost but did not submit a formal sealed bid because of the sealed-bid and bid-security requirements. Of the three quotes received, the next-lowest exceeded the project’s original $30,000 budget and the highest quote totaled $166,500. Because of that uncertainty, staff included $166,500 in the 2027 CIP request.
Corporation Counsel Lynch advised that the county may proceed with Lee’s Painting using the contract process provided the work remains within the approved project budget and the County Facilities Committee approves the contractor; Lynch said the project does not require additional Executive Committee approval. On a motion by Chairman Russ Fisher, seconded by Robert Briggs, the committee voted unanimously to move forward with the painting CIP. "All committee members present voted 'Aye,'" the minutes record.
As part of the CIP review, the committee ranked the proposed 2027 Buildings & Grounds projects in this order: 1) fire panel upgrade (multiyear, multi-facility); 2) courthouse plaster repair; 3) Register of Deeds office security upgrades; 4) LEC Bobcat; 5) Timber Drive facility parking lot reconstruction; and 6) LEC walk-in freezer mechanical upgrades. After ranking, the committee voted, on a motion by Kyle Kilbourn and second by Robert Briggs, to forward the 2027–2029 CIP requests to the CIP Committee for consideration.
The committee treated the painting item as informational and procedural rather than as a contract award; staff will follow the procurement and contracting steps advised by Corporation Counsel before committing funds. The committee did not set a separate implementation timeline for the painting beyond inclusion in the 2027 CIP.
The CIP package and the committee’s rankings will be considered next by the county’s CIP Committee; the Facilities Committee will receive further updates as the process advances.
