The City Life Committee moved to refer to council an emergency five‑year lease with American Property Management for roughly 13,386 square feet at Multnomah Plaza (305 NE 102nd Ave) to house Community Safety Division programs.
Rick Dyer of the Bureau of Fleet and Facilities described the site as an east‑side location that will consolidate Portland Street Response (PSR), the Office of Violence Prevention (OVP), and Ceasefire into a single, transit‑accessible office. The lease includes landlord-provided tenant improvements and a rent-abatement period; rent was estimated not to exceed $400,000 per year under a full-service gross lease.
Councilors asked why the city had not identified an existing city-owned site; staff said an internal search did not find a suitable city facility and the current OVP site’s lease was expiring. Stephanie Howard added the location’s east-side presence will improve response times and community engagement for PSR and partner programs.
A motion to move the lease to full council with a do-pass recommendation passed with four ayes and one no.
Next steps: staff will prepare the lease documentation for council consideration; the committee recorded the vote to forward the emergency authorization.
