Franklin Public Schools board elects 2026 officers; multiple members record conflict abstentions

Harley Scott, a member of the Franklin Public Schools District 506 Board of Education, was elected president at the board's Jan. 12 meeting. The nomination by board member Ryan Bonham and seconding by Derek Fouts carried, with Scott recorded as "Abstain (With Conflict)."
The board also elected Derek Fouts vice-president, Lori Cole secretary and Ryan Bonham treasurer during its annual reorganization under Policy #2002. Each election was moved and seconded as recorded; each newly elected officer was recorded as abstaining "with conflict" on the respective motions. Votes were taken with Michael Bartels absent. Derek Fouts moved the slate of committee appointments later approved by the board.
Board members received potential conflict-of-interest and related disclosure forms at the meeting. The Nebraska Accountability and Disclosure Commission form (effective Aug. 1, 2024), an employment-of-immediate-family disclosure, and a contractual interest statement for Ryan Bonham were distributed and collected by the district business manager.
The reorganization followed standard procedure for the district. The board confirmed committee appointments immediately after elections and recorded motions and votes in the minutes.
