Planning Commission approves preschool expansion and three subdivision recommendations

The North Logan Planning Commission unanimously approved several land-use actions on June 18, including a Conditional Use Permit expansion for an existing home-based preschool and preliminary plats or recommendations for three subdivisions.
On the consent agenda the commission approved CUP-2026-02 to expand Kiddie Adventures Preschool, allowing the operation to increase the number of children served to 16. Planning staff characterized the request as an operational expansion consistent with code requirements and eligible for the Conditional Use Permit process.
Commissioners then considered three subdivision items. The Harvest Acres preliminary plat (SUB-2026-03) proposes 11 single-family lots on approximately 7.5 acres in the RE-1 Residential Estate zone near 2500 North and 1400 East. Staff described the project as a by-right subdivision that includes a cul-de-sac, extension of the planned 2500 North collector, an eight-foot detached pedestrian pathway, and upsized utilities with anticipated City participation in some infrastructure costs through a future development agreement. Commissioner Gavin Payne moved to approve the preliminary plat conditioned on satisfying remaining DRC comments prior to final plat submission; Teresa Theurer seconded and the motion passed with Nan Isaacson, Gavin Payne, Teresa Theurer and Deidra Hartwell recorded voting in favor.
Staff also presented a single-lot subdivision for Randy and Eve Jones at approximately 1711 North 1200 East (a 3.9-acre parcel). Staff said the parcel met subdivision standards and frontage improvements were already in place; the commission approved the preliminary plat and improvement plans. Finally, the commission reviewed a plat amendment for the Wiberg property near 2600 North that would expand an existing buildable lot, create two agricultural remainder parcels, vacate public utility easements and rename the subdivision to "Limberpine Subdivision." The commission moved to send a positive recommendation on that plat amendment to the City Council; staff noted vacation of public utility easements requires a council public hearing for final action.
All motions on these items were recorded as passing unanimously with Nan Isaacson, Gavin Payne, Teresa Theurer and Deidra Hartwell voting in favor. The meeting adjourned at 7:01 p.m.
