Committees advance Elyria PY2026 CDBG action plan with emergency clause to meet HUD deadline

Elyria committee members voted July 13 to forward the city's PY2026 Community Development Block Grant action plan and the accompanying Analysis of Impediments to Fair Housing Choice to full council, asking that council adopt the measure with an emergency clause so staff can submit the plan to the U.S. Department of Housing and Urban Development by Aug. 16.
"The public comment period began on June 1 ... this spring, the comment period expired on July 6. We did not receive any comments regarding this plan," Director Scott said in the joint Community Development and Finance meeting. He asked committees to "make final consideration for this so that it can go to full council in August."
Community development staff also asked the committees to treat the submission as an emergency to meet HUD's deadline. Community Development Manager Alma Bayad summarized the proposed budget and activities, noting the plan had been discussed at three public hearings.
Committee members praised staff for the outreach and moved the referral forward. The committees recorded the motion and carried the recommendation that legislation be drawn to authorize the action plan and to submit it to HUD under the requested emergency clause.
Next steps: the committees forwarded the plan and emergency request to full council for consideration in August; if council approves the emergency clause, the plan would be submitted to HUD before the Aug. 16 deadline.
