At the July 14 meeting the committee considered Bill Kelly’s response about whether proof of liability insurance should be required for mooring users. Committee members noted current practice requires inspectors and an assumption‑of‑risk statement but not mandatory proof of insurance. One participant summarized: “Proof of liability insurance for a mooring user is not something that is required,” citing the town’s current practice.
The Harbor Master said the attorney had suggested a signed assumption of liability and recommended the committee clarify the town’s expectations and recordkeeping in ordinance language. Members agreed this issue should be folded into a broader ordinance review rather than settled in a short discussion. The Chair asked the Harbor Master and members to compile suggested changes and to schedule an ordinance workshop next month; staff (Jeremy) was invited to assist.
At the start of the meeting the committee approved the June 16 minutes by voice vote. The committee also asked the Harbor Master to provide an annual summary by June 15 of mooring counts, percentages of transient vs. service moorings, and related enforcement activity to help inform ordinance edits.
Next procedural steps: committee members will review Bill Kelly’s email in detail, the Harbor Master will prepare suggested edits to Article 5, and the committee will invite Jeremy (town staff) to the ordinance workshop planned for its next meeting.
