The Legislative Rule‑Making Review Committee adopted a substantive amendment on Oct. 8, 2025, replacing Appendix A in 64 CSR 51 (Fees for Services) with a new, detailed Laboratory Service Fees schedule.
Delegate Hornby moved to strike the entirety of Appendix A (pages 9–12) and insert a replacement Appendix A consisting of line‑item fees. The new Appendix A records fees for inorganic analyses (including metals and metals packages), ion chromatography and selective electrode analyses, miscellaneous individual tests, organic compound testing (volatile compounds, organohalide/pesticides packages and other EPA‑regulated groups), disinfection by‑product packages, an EPA regulated organics package, harmful‑algae‑bloom screening and confirmation fees, environmental microbiology tests (coliform, container rinse, heterotrophic plate count, Legionella), sample processing and chain‑of‑custody fees, certification fees for laboratories to conduct drinking‑water tests, specimen collection kit fees, and certain diagnostic immunology test fees. The amendment text as recorded in the committee minutes includes specific dollar amounts for each listed item.
The amendment was adopted; minutes record that "the amendment was adopted" and that, on motion of Senator Rucker, the agency agreed to modifications and the rule was approved as modified and amended.
