Town presents pared-down cable-franchise draft as Comcast expresses interest; board OKs sharing with providers

Town staff presented a streamlined draft cable-TV franchise agreement at the July 13 meeting and said Comcast has expressed interest in building out service in Barrington. The draft pares the town's previous 62-page agreement down to a concise document intended to preserve municipal network (iNet) protections and to make negotiation easier for any provider.
Staff explained that Breezeline is the town’s incumbent nonexclusive franchisee and that under federal law the town must offer the same material franchise terms to any other provider. The proposed draft retains municipal-network provisions (described in the packet) and anticipates that a provider such as Comcast might offer a payment in lieu of directly providing certain municipal services.
Board members asked about network technology and whether the town’s iNet language requires fiber; staff explained the draft was written with input from the town’s managed-service provider to account for fiber, coax and other technical differences and that the town uses Breezeline fiber for municipal connections today.
No formal franchise agreement was adopted at the meeting. Town staff said they would present the draft to providers and return with any proposed agreements for the Select Board to authorize at a future meeting.
