Charlestown Planning Commission recommends conditional use for SSH Building at 3222 Phoenixville Pike

The Charlestown Township Planning Commission unanimously recommended on June 9 that the Board of Supervisors approve a conditional use application from SSH Building and Facility Services LLC to operate a flex-space at 3222 Phoenixville Pike.
Dorothy Hamill, Esq., attorney for SSH Building and Facility Services LLC, and Greg Muller, a company representative, told the commission the proposed space would be roughly 60% office and 40% warehouse and that the property has been used for office and flex tenants for about 25 to 30 years. Hamill said a recent zoning ordinance change requires flex uses to obtain conditional-use approval and that notices were sent to neighboring property owners; she reported no comments were received from neighbors. The applicant provided a parking tabulation in response to a consultant review, Hamill said.
Commission member Bill Westhafer asked about the current mix of uses and peak parking demand; Muller said the building currently houses other flex users, that technicians typically take their vehicles home and only stop briefly at the office for supplies, and that many parking spaces are usually empty during the week. Mike Richter asked whether products stored on-site were for sale to customers; Muller said they are for company use only and that no customers will be visiting the property.
Dan Wright, P.E., a township consultant, said the applicant provided the requested parking tabulation and that the application narrative addressed the conditional-use criteria in the zoning ordinance. Tom Comitta, AICP, the other consultant on the record, said he had no further comments.
Mike Richter moved to recommend approval to the Board of Supervisors; Dan Walker seconded. Chair Matt Rogers called the vote; all present voted in favor, and the commission recommended approval. The minutes record that no objections from nearby property owners were received and that related application materials are available at the township office upon request.
The Board of Supervisors will consider the commission's recommendation at a future meeting; the Planning Commission adjourned at 7:11 p.m. and has its next meeting scheduled for July 14, 2026, at 7:00 p.m. at the Township Building, 11 General Warren Blvd, Malvern, PA.
