Broken Bow council approves airport interlocal deal, Eagle Crest payment and contract amendment for administrator

At its Aug. 12 meeting, the Broken Bow City Council approved a series of routine motions including an interlocal agreement with the Broken Bow Airport Authority, a large infrastructure payment to a subdivision contractor and an amendment to the city administrator's employment contract.
Moved by Russ Smith and seconded by Paul Holland, the council approved the interlocal agreement with the Broken Bow Airport Authority for the 2025-26 budget year; City Administrator David Schmidt told the council the city's contribution remains $13,000, unchanged from the prior year. Robert Staab of the Broken Bow Airport Authority described airport services including refueling, expedited air ambulance service, visits by specialty physicians, firefighting assistance and inspections; he said recent navigation and lighting upgrades were made largely with grants that matched at about 97.5 percent, and he outlined an upcoming terminal rehabilitation to repair a damaged roof and renovate interior space.
The council next approved Change Order #4 with Myers Construction Inc. for the Eagle Crest Subdivision, a credit of $9,790, and then approved Resolution 2025-15 authorizing payment #6 in the amount of $334,130.90 to Myers Construction for work completed May 2 to July 24, 2025. The payment will be sourced from the sales tax infrastructure fund (account ending in 168). Both motions passed on roll call votes of Smith, Kleeb and Holland.
Councilmembers also approved Resolution 2025-14, authorizing the Municipal Annual Certification of Program Compliance to the Nebraska Board of Public Roads Classifications and Standards for 2025. Council then set the Budget Hearing for Sept. 9, 2025, at 5:00 p.m.
The meeting record shows the council approved a First Amendment to the employment contract for City Administrator David Schmidt; councilmembers thanked Schmidt for his service and noted a pay increase but the amendment amount was not specified in the minutes. Administrator Schmidt responded, "It's the best job I've ever had." The meeting adjourned at 6:31 p.m.
