On July 14, 2026, the Elkhart Redevelopment Commission authorized a $1,000,000 appropriation from the downtown tax increment financing (TIF) Brownfield Services account to pay disposal and tipping fees for contaminated soil excavated at 1101 East Beardsley.
Adam Fan, assistant director of redevelopment, told commissioners the appropriation would avoid repeated reimbursement paperwork under the state SRF funding and cover charges the Elkhart County Landfill will assess for soil from the site. "So we're just gonna appropriate 1000000 dollars," Fan said, and he added that staff does not expect the full amount to be spent and that any remaining funds would remain in the downtown TIF.
The request included an amendment to the spending plan to reflect the additional appropriation. Commissioners asked what would happen to any unused funds; Fan said unspent dollars would stay within the TIF and not be expended unless authorized. The commission approved the appropriation by voice vote with no recorded opposition.
The action directs staff to pay landfill disposal costs as incurred using funds from downtown allocation area number 1 (Brownfield Services, account noted in the meeting packet). No specific contract awards or vendor names were tied to the appropriation; staff said actual disposal expenses will be documented and reported through normal accounting procedures.
