Taylor Newton, deputy director of the Chittenden County Regional Planning Commission, presented a retroactive request on July 1 for the committee to approve a regional planning comment letter that staff filed under a permitting deadline for Shelburne's wastewater consolidation project (Act 250 application 4C1366-1).
Newton said the project would consolidate Shelburne's wastewater treatment operations by decommissioning one treatment plant and upgrading the primary facility with planned improvements that include an additional sludge storage tank, a new solids building, a garage and a new administrative building. Staff reported the work will occur at the existing treatment facility and that one project objective is improved phosphorus reduction to comply with Total Maximum Daily Load (TMDL) requirements. No transportation‑related concerns were identified by staff.
Chris Shaw moved to retroactively approve the previously filed comment letter; Andy Montroll seconded and the motion passed unanimously.
The committee did not change the content of the filed letter in the motion; the vote authorized retroactive committee approval of staff action to meet the permitting deadline.
