CCRPC committee authorizes staff to implement personnel policy updates, including AI safeguards

Charlie Baker, executive director of the Chittenden County Regional Planning Commission, told the Executive/Finance Committee on July 1 that staff have drafted a comprehensive rewrite of the agency's personnel policies covering benefit administration, building security, organizational responsibilities, information technology and a new artificial intelligence policy. Baker said the IT policy and disaster‑recovery procedures were rewritten following consultant recommendations and that clarifications to retirement and transportation demand management benefits reflect the recent compensation study.
Committee members focused extended discussion on the AI policy and implementation mechanics. Members urged clearer, mandatory language in places where the draft used the word “should,” asked staff to correct formatting and typographical issues, and emphasized that employees remain responsible for any work product produced with AI tools. The committee also discussed building security updates that would establish a locked office entrance while maintaining public access during meetings.
The committee voted to authorize staff to begin implementing operational elements of the proposed personnel policy — specifically IT security upgrades, AI procedures and building access measures — while deferring formal adoption until a final, cleaned‑up version of the policy is presented for approval. Andy Montroll moved the implementation motion; Joe Segale seconded, and the motion passed unanimously.
Taylor Newton, the newly appointed deputy director, was discussed as an authorized banking signatory as part of organizational restructuring. Staff said they will circulate a communication summarizing organizational changes to Board and committee members before the July Board meeting.
The committee emphasized that operational implementation should proceed with strong guardrails and that policy language be strengthened where necessary before formal adoption.
