Henderson council approves grant applications, loans and interlocal agreements including a potential $8.16 million SCRC application and emergency communications

The Henderson City Council approved multiple financing and interlocal actions at its Sept. 8 meeting, approving grant submissions, loan financing, and cooperative agreements intended to move several infrastructure and downtown projects forward.
The Council authorized submission of a full application to the Southeast Crescent Regional Commission (SEID) for up to $8,158,190 in public infrastructure funding by approving Resolution 25-35-A.
Council members approved two five-year loans: Resolution 25-39-A with First Citizens Bank to purchase FY25-26 capital equipment and Resolution 25-40-A with Benchmark Bank to complete the William and Montgomery Street Splash Park. Staff said the loans will finance equipment and capital outlay items already approved in the FY25-26 budget.
The Council approved Resolution 25-41-A to issue a Certificate of Sufficiency and set an annexation public hearing for Oct. 13, 2025 for a petition from Wellspring Carolinas Investments, LLC.
Downtown Development Director Tracy Madigan described a Frances Abbot Burton Powers Endowment grant application (Resolution 25-43) for downtown beautification with a potential award of $5,000–$15,000; proposed uses cited included new Christmas banners (~$7,000), five trash cans ($4,250) and solar lights ($3,750).
The Council approved a resolution to reserve and dedicate an area at the entrance to the Henderson Police Department for a Veterans Memorial (Resolution 25-45).
The Council added two interlocal agreements to the agenda and approved both: Resolution 25-46 to enter an interlocal agreement with Vance County to split costs for a proposed 395-foot emergency communications tower (Deputy City Clerk Paylor Spruill said the project received a congressional earmark covering roughly 80% of cost; the City's estimated share was $375,000 but subject to change when bids are solicited) and Resolution 25-47 for building code enforcement services provided by the County on an initial six-month basis that would renew annually.
All of these actions were approved by recorded motions and the minutes do not indicate any dissent on the listed resolutions.
