Council approves rezoning of Fairgrounds site at 1427 E. Andrews to Residential Mixed-Use

The Henderson City Council approved Ordinance 25-19 on Sept. 8 to rezone Vance County parcels at 1427 E. Andrews Avenue (the Fairgrounds) from B2 (Highway Commercial) and B4 (Neighborhood Commercial) to RMX (Residential Mixed-Use).
Planner Robert Harris told the Council that about three acres of the site lie inside the city limits and approximately 19 acres are in the city's extra-territorial jurisdiction; he said the developer could address annexation questions. Developer Arpan Makam told the Council he would like the property annexed and described plans to build a community-focused neighborhood with housing, small businesses, walking trails, green space, pickleball courts and a dog park.
The Planning Board recommended approval. Councilmember Garry D. Daeke moved approval; the motion was seconded by Councilmember Ola Thorpe-Cooper and the ordinance passed unanimously.
