Staff told the council they would ask the contractor to cut out and repair failed areas, apply emulsion and reapply chip seal where required. Staff estimated a potential completion window in the first part of August, weather permitting.
The council recorded specific complaints about striping placed over millings that may be on the pavement edge rather than on compacted road surface, and about inconsistent marking by the striping subcontractor. Staff said they have communicated with the contractor and engineers and will return to inspect problem locations (Mulberry/Bulverde Hills, Casey Road, Liberty Hills, Lakeview and Rodeo Drive were mentioned). The council asked staff to ensure mailboxes knocked down during the work are picked up and removed.
No new budget appropriation or formal penalty against the contractor was adopted at the meeting; council asked staff to enforce contract warranty remedies and report back with a punch list and timetable for repairs.
The city also reiterated that low‑water crossing inspections and coordination with police remain active as the region continues to monitor heavy rain and flash‑flood potential.
