Emmet County reviews Pictometry billing, service requests and claims; board accepts landscaping bid

Emmet County supervisors on June 30 heard presentations and administrative updates on mapping subscriptions, local service funding and personnel policies, approved vendor claims and accepted a landscape bid for a courthouse addition.
LuWanda Towell presented options for EagleView (Pictometry) aerial flights. She said the county can cancel the 2029 flight but would still owe about $29,000 on the final FY2029 payment. Towell said she will meet with the City of Estherville in fall 2026 to discuss possible billing changes and noted Emergency Management and E911 will not pay any part of the invoice past FY2026. Towell and a colleague participated in a Schneider Zoom about a Beacon subscription service.
Stephanie Henrich, executive director of CAASA, asked the board to provide funding in FY2027; Henrich said CAASA received $2,500 from Emmet County in FY2026 and read a statement about CAASA’s local role. The board discussed available courthouse office space and the possibility of CAASA using local advocate office space but took no funding action at the meeting.
Beth Will described the mental health liaison role she performed in FY2026 and explained the State of Iowa’s regionalization of services via Disability Access Point (DAP) and mental health services. Supervisors indicated they would like to pursue a 28E intergovernmental agreement to continue the service; no formal action was taken and the item will return to a future agenda.
The board moved and approved June part-two county and drainage claims; the minutes list itemized payments including Employee Benefits System ($105,258.19), IMWCA ($83,912.00), Christensen Construction Company (ARPA courthouse renovation $43,130.00), MARCO Microsoft 365 ($35,272.80) and other vendor charges. The minutes record a claims-section total of $288,615.62. Separately, the board accepted a $12,500 landscaping bid from Griffith Decorative Concrete for the courthouse addition after staff reported contractor schedules and availability.
The board also reviewed personnel policy updates, agreeing that paid-leave donations for a medical hardship be capped at 40 hours and noting that longevity pay is applied annually in January. Emmet County Attorney Melanie Summers Bauler recommended replacing Policy 15.3.12 on unauthorized firearms and weapons on county premises with a more detailed policy.
