County manager briefs commissioners on fiber, grants and HB 581 'FLOST' options at Oct. 28 work session

During the Oct. 28 monthly work session of the Unified Government of Cusseta–Chattahoochee County, department heads gave regular updates and County Manager Thomas Weaver outlined administrative and budget items.
Recreation director Mordie Askew reported the local team’s playoff status and promoted a breast-cancer awareness walk scheduled for Oct. 30. Samantha Hedgecoke in Community Development previewed the Christmas tree lighting, Christmas on the Square events and asked the commission to set public-hearing dates for conditional-use permits at 105 Mustang Drive and 454 Old Louvale Road, proposing Nov. 25 at 9 a.m. for hearings.
Public Works reported repairs and maintenance: the motor grader has been repaired, a cross drain at Riverbend Park was fixed, shoulder repairs at Highway 137/Pifer were completed, trashcans and a flagpole were installed and a slab was poured for a new radio building; animal control reported the recent rabies clinic vaccinated and microchipped more than 100 dogs and cats.
Weaver said the county is live on the Paychex payroll system, the fiber installation is underway (crews have struck a few water lines that staff are repairing) and an AED grant coordinated with Sumter EMC was active. Weaver also described HB 581 — which he and others referenced during the session using the shorthand “FLOST” — as a measure that, if passed, would allow counties to choose among dedicated sales-tax buckets such as education (ESPLOST), transportation (TSPLOST) and a county freeze bucket; Weaver said the measure would require local opt-in and a referendum and that commissioners had to decide whether to participate if the law takes effect.
No formal votes were recorded on HB 581 at the work session; Weaver said staff will continue monitoring the bill and potential implications for county budgeting and homestead values.
