Middletown council elects Jeanette Blackwell president, Anthony Mangiafico president pro tem; approves mayor signing authority and pump-station land purchase

Jeanette Blackwell was elected president of the Middletown Common Council during a Nov. 19 special meeting after Councilman Vincent Che Lofredo nominated her and the council carried the motion by roll call, with 10 ayes and one member absent. Blackwell delivered an acceptance address thanking voters, family and colleagues and pledging to "lead with integrity, candor, and introspection."
Councilmembers then nominated and elected Anthony Mangiafico as president pro tempore; his nomination was seconded and carried by roll call with the same attendance and voting result. Mangiafico said he looks forward to working with President Blackwell and to supporting the Board of Education and city staff while keeping a careful eye on the budget.
The council also approved a resolution (referred to in the meeting as Resolution 6(a)) authorizing the mayor to sign contracts, deeds and other instruments approved by the common council for the remainder of a stated term cited in the resolution. Councilwoman Jeanette Blackwell moved the measure and it was seconded; the body approved the resolution by recorded voice vote with no opposition. The resolution text recited a term through 11/09/2027 as the balance of a four-year term.
Separately, the council approved Resolution 6(b), authorizing the city to acquire property and approving a purchase price stated in the meeting as $19,200 to allow construction, operation and maintenance of a sanitary sewer pump station. Councilwoman Leslie Spitola moved the item and it was seconded; the motion carried with no abstentions or oppositions recorded. The resolution also authorized the mayor to sign and execute documents necessary to effectuate the purchase, subject to review by the office of the general counsel.
All formal votes recorded in the meeting were announced by roll call or voice and the chair declared motions carried. The special meeting adjourned after the final motions and a brief procedural exchange.
