Cusseta–Chattahoochee selects Ingram for CDBG engineering, approves RVRC agreement

The Board of Commissioners of the Unified Government of Cusseta–Chattahoochee County voted Jan. 7 to select Ingram Engineering as the highest-scoring firm to provide engineering services for a federal Community Development Block Grant (CDBG) application and approved a Letter of Agreement with the River Valley Regional Commission (RVRC) to help prepare and, if awarded, implement the grant.
In a presentation during the regular meeting, Rick Morris reviewed the request-for-qualifications scoring. Ingram received the top score, 67, against the next-highest score of 62. Commissioners then approved the selection by unanimous vote. County meeting materials note that the cost to rewrite an application is $500 whereas preparing a new application would have cost $750, and officials said the county’s previous audit problems had prevented successful submission in an earlier cycle.
The commission also unanimously approved a Letter of Agreement with the RVRC that delegates regional technical assistance for application work: data collection, preliminary historic and environmental review, public hearings, and other application tasks. The meeting packet states the RVRC will also provide implementation assistance if the CDBG is awarded, for a fee to be negotiated then. The motion to authorize the Letter of Agreement was made by Commissioner Jason Frost and seconded by Commissioner Damon Hoyte.
County Manager Thomas Weaver told commissioners the local government will supply personnel support and facilitate data collection for the targeted neighborhoods; the regional commission will perform household surveys and other required application tasks using RC survey instruments.
What happens next: County staff and RVRC will proceed with application preparation for the Georgia Department of Community Affairs CDBG competition. If the application is successful, the county and RVRC will return with a formal contract for implementation services and associated fees.
