Wakulla approves $13M SRF loan application and hires Dewberry for Lake Ellen sewer planning

The Wakulla County Board of County Commissioners approved a Clean Water State Revolving Fund loan application that would provide $13,000,000 in funding (with 100% interest forgiveness) to construct central sewer in the Lake Ellen Proper and Lake Ellen Estates Unit 1 neighborhoods.
Staff said the total project is estimated to cost $15,600,000; costs in excess of the $13,000,000 loan would be covered by sewer access fees. The presentation described the work as two components: initial preconstruction activities (planning, design, engineering, permitting and construction engineering inspection) and the physical construction phase.
Contingent on the board’s approval of the funding agreement, the board also approved awarding RFQ 2026‑08 for professional services to Dewberry Engineers and a contract for an initial planning task in the amount of $62,125. Staff said additional tasks in the RFQ would be brought back as contract amendments if and when additional funding is released by the funding agency.
Votes on both items were unanimous. Staff designated the county administrator as the authorized representative for application documents and the board chair as the authorized signer for the loan agreement.
Next steps: staff will finalize application documents and contract paperwork and proceed with the initial planning scope; further work and construction will depend on funding agency approvals and subsequent board actions.
