Commission approves Woodland Crossing change order, event access and utilities budget increase

The Elkhart Redevelopment Commission on July 14 approved a package of actions affecting Woodland Crossing: Change Order 10 for the developer contract with Ancon, two access agreements for community events and an amendment to operations budgets to cover higher utility costs.
Staff reported that Change Order 10 addresses the lack of a utility room in the former Big Lots space; Ancon proposed solutions that raised the contract price to $4,284,252.08. The commission approved the change order and a $28,390.97 allocation from the consolidated South Del Cart special fund to cover the extra services; staff said any unused funds will be returned to the appropriate account.
Separately, the commission approved access agreements requested by Elkhart Community Schools (a resource fair scheduled for Sept. 10) and the Elkhart Public Library (an Aug. 29 event). Staff said permits are processed and the access agreements formalize use of Woodland Crossing for those events.
Mary Casca, assistant director of community development, requested increases to Woodland Crossing's utility budgets to cover higher-than-expected midyear costs: electricity by $24,345.02, natural gas by $14,674.42 and water & sewer by $4,211.67, totaling $43,211.11 to be appropriated from Woodland Crossing shopping center rent revenues. The commission moved, seconded and approved the budget amendments by voice vote.
The consolidated actions are intended to keep Woodland Crossing projects on schedule while covering unforeseen construction and operations costs; staff will return information on actual expenditures and any remaining balances.
