Commission allocates $28,500 to CareMedia for planning West Beardsley remediation

The Elkhart Redevelopment Commission on July 14 approved engaging CareMedia to develop a scope of work and bid documents for a planned excavation at the former Walter Piano site (700 West Beardsley) and allocated $28,500 from the Tech Park TIF to pay for the consultant's proposal.
Adam Fan, assistant director of redevelopment, said CareMedia will review prior testing and documentation, prepare a dig-and-fill scope, produce bid materials and assist staff during the bid/award process; oversight or management of the excavation itself was not included in the proposal. "So this project is something that's been going on for better than 10 years," Fan said, explaining the need to update and package prior work.
A motion to employ CareMedia Inc. for the services described in the packet and to allocate $28,500 from the Tech Park Elementary Allocation Area professional services account was made, seconded and approved.
Staff said the appropriation aligns with prior spending-plan numbers for the Tech Park allocation area and that additional management oversight costs (if required) would be addressed separately.
