Commission authorizes $28,500 contract with environmental firm for West Beardsley remediation work

The Elkhart Redevelopment Commission approved a $28,500 allocation July 14 to engage Caramida to review historical documents, develop a scope for excavation work and prepare bid documents for remediation of the Walter Piano site at 700 West Beardsley.
Assistant director Adam Fan said staff had retained several environmental firms previously and asked Caramida to compile past testing and propose a scope for a "dig and hole" excavation, produce bidding documents and assist with awarding the work. Fan said oversight or management of the excavation itself was not included in the proposal and would be addressed separately.
The motion to employ Caramida and appropriate $28,500 from Tech Park TIF was moved, seconded and approved by voice vote. The contract and appropriation are intended to let staff define the remediation work and solicit competitive bids.
Next steps: staff will execute the agreement with Caramida, review the deliverables and return to the commission with recommended procurement steps.
