The Elkhart Redevelopment Commission on July 14 approved an appropriation of $1,000,000 from the downtown tax-increment financing (TIF) allocation area to cover landfill tipping and disposal fees for soil excavated from the 1101 E. Beardsley remediation site.
Adam Fan, assistant director of redevelopment, told commissioners the federal and state cleanup funding (including a State Revolving Fund award) left an expected shortfall of about $1 million and staff recommended allocating downtown TIF funds now rather than relying on later reimbursements. "So we're just gonna appropriate 1000000 dollars," Fan said.
Commission staff said the unspent portion of the appropriation would remain in the downtown TIF if the full amount is not needed. A motion to pay the Elkhart County landfill costs as incurred and to appropriate $1,000,000 from Downtown Allocation Area #1 (Brownfield Services account) was made, seconded and approved; no opposition was voiced during the roll call.
The action clears an immediate funding obstacle for excavation and disposal at the Beardsley site; Fan said the appropriation will fund disposal charges as they are incurred and that an amendment to the spending plan will follow to reflect the allocation. The commission did not set a separate timeline for drawing the funds beyond paying costs as billed.
Next steps include processing disposal charges with the landfill and following up administratively to amend the TIF spending plan, per staff remarks at the meeting.
