CCRPC reports stronger-than-expected FY20 results; pursues EDA, EPA, and CHAMP P3 grants

Forest Cohen, Senior Business Manager for the Chittenden County Regional Planning Commission, told the Executive Committee on Aug. 5 that FY20 finished stronger than expected. Cohen said June results were above projections and that operations support revenue reached 99.1% of target; he reported the fiscal year closed with roughly $300,000 in the bank and current bank balances of about $448,000.
Members asked operational questions about office-space needs and paid time off. Charlie Baker, Executive Director, said CCRPC recently signed a seven-year lease with Redstone but that staff have discussed opportunities to share space. Baker noted PTO accruals are finite and staff are taking leave as needed.
On program updates, Baker said the Vermont Department of Environmental Conservation accepted CCRPC’s draft Clean Water Service Provider proposal and extended the target completion date to January; CCRPC is the backup provider for six watersheds and was the sole applicant for those watersheds. Baker also reported CCRPC is pursuing two grants: an Economic Development Administration (EDA) grant for Comprehensive Economic Development Strategy work (decision expected by the end of the month) and an EPA weatherization project in Winooski.
The committee also discussed transit and development planning: Baker said CCRPC applied for a $300,000 CHAMP P3 grant to study transit-oriented development and commuter-rail feasibility in Chittenden and neighboring counties and to assess real-estate opportunities near rail stations. The commission did not receive a previous BUILD grant and plans to reapply in partnership with CHAMP P3 and other regional planning commissions; a CHAMP decision was expected in October.
Procedural business: Chris Shaw moved, and Andy Montroll seconded, approval of the July 1, 2020 Executive Committee minutes; the motion carried unanimously. At the meeting’s close Bard Hill moved to adjourn, John Zicconi seconded, and the motion carried unanimously; the meeting ended at 7:02 PM.
No formal votes on grants or provider designations were recorded at the meeting; staff will return with further details as grant decisions and program timelines develop.
